Today, the Spring Alliance - bringing together European trade unions and environmental, social and  development organisations[1] launched its new manifesto “A better Europe now” which aims to present a positive vision of Europe “that puts people and planet first”.

On 22 January 2014, the European Commission launched the 2030 framework for EU climate change and energy policies - a new package which sets new climate and energy objectives for 2030. It is positive that greenhouse gas emission reductions and renewable energy targets are binding, giving a longer term perspective to economic and social stakeholders. However, in relation to the ambition of the 2050 roadmap short-term rather than long-term vision prevails.

In the face of the current economic crisis, European trade unions have intensified their demands for an internationally sustainable development agenda with concrete action on jobs, investment and social protection. Strengthening the social dimension of sustainable development is vital within the EU as well as at international level. European “Just Transition” strategies and programmes will need to be implemented to transform the economy on the scale needed while helping workers to adjust to changing labour market conditions.

Brussels, 01-02/12/2010 {{Preamble }}This resolution aims at providing a basis for the ETUC and its federations to campaign on energy policy in the next months. This is necessary given the European agenda. The Council on Energy will indeed discuss the European energy strategy 2011-2020 on 3 December 2010. This issue will also be on the agenda of the Heads of States European Council meeting on 4 February 2011 and important strategic decisions will be made in this area in 2011. Therefore, it is crucial for the ETUC to make its concerns and proposals heard.

We hope that this meeting sets a precedent and that if, as we hope, the EU-Africa Summit in December decides to pursue an ambitious and well-structured Strategic Partnership, then such trade union meetings will become a regular part of it.

With both the Kyoto Protocol and the European CO2 emissions allowance system due to end in 2012, the European Commission has started to reflect on a future EU strategy for tackling climate change. A green paper is expected at the end of the year. 2. In this resolution, ETUC affirms its support for an ambitious European policy to tackle climate change, outlines the principles that must guide a future European strategy and sets priority areas where action is required.
