The Draghi report on 'The future of European competitiveness' proposed the creation of a new EU-wide legal status for innovative companies. Commission President Ursula von der Leyen echoed this proposal in her political guidelines for the European Commission 2024-2029 and in her mission letter to Commissioner Michael McGrath, announcing that she would present a proposal in the near future.
Dear Commissioner Dombrovskis,
I am contacting you to urge the European Commission and Member States to suspend the current economic governance rules, to provide scope to deal with the crisis that the EU is facing.
The recent announcement by President von der Leyen that she “will propose to activate the escape clause for defence investments” is a further confirmation that the rules are inadequate for the EU to invest in its future, in particular in this volatile environment.

According to the European Commission, digital trade covers trade in goods and services enabled by the internet and other information and communication technologies. This includes goods or services ordered online that are later delivered at home or through the internet such as apps on smartphones and computers; use of technologies such as those used for tracking in real time; transfer of data across borders (e.g. data stored in the cloud when working online).
