Brussels, 19/04/2012 The Commission package on the posting of workers adopted on 21 March 2012 does not strike the right balance between protecting workers and facilitating cross-border service provision. The ETUC rejects the proposal for a Monti II Regulation and calls on the Commission to revise the Posting of Workers Directive.

Brussels, 21/03/2012 Although the ETUC welcomes measures to improve the implementation of the Posting of Workers Directive, we consider that the new enforcement directive is too weak, in particular regarding the possibility to hold a contractor liable. President Barroso committed himself to take the necessary measures to fight social dumping. The proposals on the table are still very far from meeting this goal.

Brussels, 20/03/2012 If the version of the Monti II Regulation circulated last week is adopted tomorrow, the European Trade Union Confederation (ETUC) will reject it. The ETUC cannot accept any attempt to undermine workers’ rights and social Europe. European workers expect the right to take collective action to be guaranteed without restriction. Neither economic freedoms nor competition rules can have priority over fundamental social rights. In case of conflict fundamental social rights shall take precedence.

Brussels, 01-02/12/2010 Despite the major battle won by the trade unions against the content of the Bolkestein directive, for the sake of guaranteeing posted workers the application of employment and working conditions in the country where the activity takes place, various judgments by the European Court of Justice (Laval, Viking, Ruffert, Luxembourg, Germany) have highlighted the objective that we have been seeking to achieve.

London, 11/11/2010 My Lords, it is a pleasure to follow Lord Hannay in debate on diplomatic questions because of his immense knowledge and impressive experience of the world of diplomacy; but it is daunting too in that he is a hard act to follow. I myself lay claim to some experience, if not expertise, in this field. I work currently in Brussels as General Secretary of the European TUC. And the UK Representation there, inelegantly called UKREP, is generally admired as the classiest operation around town, even by the French!

Brussels, 26/03/2009 Subcontracting has experienced a boom in recent decades that has benefited a great number of enterprises; however, it also means that labour is externalised to subcontractors and employment agencies. Subcontracting is increasingly misused by main contractors to circumvent their legal and financial obligations with the aim of reducing labour costs. Evidence points out that a great number of social fraud cases exist in long and complex chains of subcontracting.

Brussels, 25/02/2009 President, the European Trade Union Confederation (ETUC) is grateful for this chance to address the College on what is evidently the worst economic crisis ever experienced in the EU. I can agree with messages that are being stressed by employer colleagues on the importance of maintaining the single market in the EU and to recognise the need to work together on key questions, but from the ETUC perspective, what is being done is also inadequate both in scale and in urgency in key areas.

Brussels, 5-6 December 2005 1) On the occasion of the enlargement of 1 May 2004, 12 of 15 ‘old' Member States have introduced transitional measures. Some new Member States have applied measures on the basis of reciprocity as a response. Before 1 May 2006 the Council will have to review the functioning of the transitional provisions on the basis of a Commission report. This report is expected to be published in January 2006. ETUC wants to contribute to the debate about the next steps with this resolution and the explanatory memorandum in the annex.
