Call to Action : ETUC support for EMPL vote on Subcontracting and Intermediation Report – 3 December 2025

Honourable Members of the European Parliament,
On behalf of the European Trade Union Confederation (ETUC), we call on you to support the Danielsson Report Addressing subcontracting chains and the role of intermediaries in order to protect workers’ rights (2025/2133(INI)), to be voted in the EMPL Committee on 3 December 2025.
We wish to thank the Rapporteur and Shadows for their work, and urge you to support all the Compromise Amendments in full, including also all the split votes (paragraph CAs 3, 4A, 4C, 6A, 11A, 12, and recital CAs C, D, E, F).
This Report will be an essential step towards addressing abuses in subcontracting and labour intermediation, to better protect workers’ rights and support responsible business conducts against unfair competition. Dedicated EU legislation is needed to guarantee limitations and liabilities in subcontracting chains and to tackle fraudulent intermediaries. These measures are key to strengthen equal treatment, transparency and enforcement, while promoting fair competition in the EU internal market.
To mark this occasion, a trade union demonstration will also be held in front of the European Parliament on Wednesday morning 3 December.
